If 2nd winter birds always look like this, then it is not surprising that we pick out so few of this age class. The base of the bill was a distinctive grey-green, the white rump and tail had a crisp black tail-band. The light is not good enough to make out a pale window on the inner primaries, The distribution of black on the primaries and primary coverts is distinctive, and unlike Herring Gull. This bird looked better in the field, but 1/8th second exposure at 200 yards has its limitations!
