I have put this bird with Caspian Gulls because it ticks most of the boxes, except that it still has most of its scapulars intact, and the scapulars are heavily notched, looking like holly leaves. The mantle and at least 3 lower scapulars are 2nd generation, and all have narrow anchors. Caspian Gull should have a complete set of 2nd generation scapulars by now.
The boxes ticked include:
Attenuated appearance
Head and bill-shape
Long spindly legs, including tibia
Large scapulars
Correct pattern on greater coverts
Correct tertial pattern
